‘Parag Mehta, a New York-based architect and developer, is renovating old buildings in downtown Waterbury into livable spaces. His 18 apartments at 70 Bank St., the red-bricked building in the center of the photo above, are almost ready. He also bought the triangular Apothecary Building, inset photo, across the street and will build apartments in the former office space on upper floors.’
